Overview: Ross Wilson & associates has been selected by the City of Salamanca, New York as preferred developer for an $82M indoor outdoor waterpark resort and has secured an option to purchase approximately 54 acres fronting State Park Avenue and Allegheny State Park in the Town of Salamanca , which will be redeveloped as the aforementioned resort complex. Enchanted Mountain NY Water Park LLC, a New York limited liability company ("EMR"), has been formed to complete the development of an indoor/outdoor water park, resort and hotel complex located in Salamanca New York and known as the Enchanted Mountain Waterpark Resort, New York.

The redevelopment of the subject property is divided into two separate sub projects. The northern 25 acres, adjacent to and parallel with Route 86, will be developed as the main water park and hotel complex. The southern 29 acres, fronting State Park Avenue are being reserved for the development of additional condominiums, hotel, residential and retail development.

Enchanted Mountain Resorts LLC will focus developing a high quality tourist attraction and destination resort complex. Building on the strength of tourism to the Allegheny State Park, (the largest State Park System in New York with 65,000 acres, the immediately adjacent Seneca Allegheny Casino, and the nearby town of Ellicottville with its 2 ski resorts (Holiday Valley and Holimont) and numerous festivals, its high quality recreation, and growing recognition as a resort destination, and the popularity of water parks as family oriented tourist destinations, the Enchanted Mountain Resorts LLC (the " Project ") is planned as a distinctive and unique resort experience for travelers throughout the Northeastern U.S.

The Project will also take advantage of the growing popularity of the region and Ellicottville as a market for vacation homes. Although not final, the contemplated components of the Project are as follows:

On the northern 25 aces, the main water park and hotel resort complex, including:

  1. An Indoor and outdoor water park, approximately 110,000 square feet in total size. The indoor component will be 60,000 square feet and contain slides, rides and amusements found in major water park developments. The outdoor waterpark component will be a minimum of 50,000 sq. ft. The water park will be themed and provide the core attraction for the resort.
  2. A 300 suite hotel, attached to the water park. The design is contemplated to be four stories high, utilizing a classical upstate New York , "Mountain Themed," architectural design combining stone, and stucco. The hotel will contain suites ranging in size from 450 to 600 square feet, designed to accommodate up to 8 guests per suite. The hotel is also being designed to work with the natural topography of the site, and displace as little soil and vegetation as possible.
  3. A Main Lobby, which will provide guest services, but also provide a meeting place and venue for retail shopping, a game arcade, restaurant, bar, and outside patio and porch dining.
  4. An aquarium and themed restaurant, attached to the Main Lobby of the hotel. This will be the major themed dining portion of the resort.
  5. A performing arts and conference center, with a 1,500 seat capacity auditorium, conference rooms, and meeting center.
  6. An open air amphitheater with seating for approximately 2,000.
  7. Nature trails, horseback riding trails, and a sculpture park and landscape garden, with rooftop putting greens and a putt-putt miniature golf course for children. On-site recreational opportunities will be built into the plan to provide a wide array of year-round outdoor activity.
On the Southern 29 acres fronting on State Park Avenue and the Allegheny State Park boundary:
  1. An 80 room additional condo/hotel time share, adjacent to the hotel/water park. At 3 stories, containing 600 square foot time share/owned suites, the condo-hotel would provide an investment opportunity for individual purchasers of condo units within the resort complex.
  2. Additional potential condominium development, developed as townhouses or multi-unit structure(s) such as cabins and or a Recreational Vehicles Park.
  3. Retail and commercial development fronting State Park Avenue . This Project component would be designed architecturally to reflect traditional mountain design and compliment the Hotel resort. It is contemplated that this retail development would be delivered as 2 story structures in 10,000 square foot to 15,000 square foot pads.

The preliminary Project site plan is contained in Attachment A, and shows the site plan, topography, concept building elevations and architectural examples upon which final design of the resort will be based. While the Project design is by no means final, considerable effort has gone into the concept design to make best use of the natural topography of the site, minimize soil displacement costs and vegetation removal, minimize infrastructure costs, maximize efficient circulation throughout the complex, and provide a design which while visible from Interstate Route 86, does not visually overpower the site.

Enchanted Mountain Resorts LLC management believes that the existing tourist base of over 6.5 Million visitors to the area will create a unique and highly competitive resort destination. The development Project will seek to maximize available public benefits including accessing the Cattaraugus County IDA's tax incentives for tourism and resort developments, providing additional financial flexibility and security . The project is being developed for long-term ownership and management, However, Enchanted Mountain Resorts LLC management believes that the project may become an attractive opportunity for acquisition by a strategic buyer/investor group seeking long term ownership and management of water park resort developments.

The mix of year-round activities available within the area, and the appealing visitor experience to the Adjacent Seneca Allegheny Casino and Allegheny State Park System, including the nearby Onoville Marina Located on the 12,000 acre Allegheny Reservoir, the Marina is just north of the Allegheny National Forest and west of Allegany State Park in the Enchanted Mountains of New York . Bald eagles and osprey soar high over the sparkling, pristine waters that reflect the surrounding hills of forest that change with the season, from a variety of green to the blaze of autumn foliage.
