Fulton City Schools Capital Improvement Program Cost Summary Results

Fulton City School District Capital Project

$11,000,000

They experienced an increase in financing cost before going to bid in the amount of $80,000 and could not exceed the $11,000,000 budget so we lowered the Construction budget by $80,000 and treated the Project as a $10,920,000 project budget.

Renovations to G. Ray Bodley High School - $3.2M

The program included: construction of an addition for large group instruction; an eight room classroom addition; renovations to the auditorium; installation of emergency electrical power and lighting; new district-wide security and communication systems, installation of ADA compliant hardware; locker room renovations; improved ventilation; additional parking and replacement of football field lighting.

Challenges: The LGI (wrestling room) addition and the 8 classroom 2 story additions were located at the end and back of the existing facility so isolating construction for this work was fairly easy. The classroom addition was located directly adjacent to a few Special Education classrooms so noise and vibration were particularly a concern, even more stringent than SED specifies. Close monitoring and meetings with contractors along with quick response to problems made this project go smoothly.

Fulton Education Center - $725,821

The program included: addition of elevator and wheelchair lifts; replacement of exterior windows and doors; and, new district-wide security, communication systems and ADA compliant hardware

Challenges: The window replacement project was challenging because of the asbestos containing window caulk and the steel columns discovered inside the mullions of the existing windows. We reviewed the situation with the columns and were able to salvage the fabricated windows by disassembling them and installing them in the individual openings created by the columns. We then had the contractor encase the columns in matching aluminum brake metal and finish them with wood trim inside. All this had to be completed within the scheduled phase or we would not be able to complete in time since the entire schedule was based on the classroom schedule. The Education Center houses the District Offices and Classrooms rented out to BOCES for Special Education.

Fulton Junior High School - $1,375,209

The program included: construction of a new entrance; five classroom addition; and, new district-wide security, communication systems and ADA compliant hardware.

Challenges: Although this project included sound/communication systems replacement and hallway locker replacement, the addition was by far the most difficult. It incorporated a new entrance that could not be shut down by code. Careful planning, scheduling and close monitoring of construction activities allowed us to only shut down the entrance during the vacation period so we could pour foundations and erect steel. The entrance was maintained as an emergency exit and the visitor entrance was relocated.

Fairgrieve Elementary School - $1,694,246

The program included: construction of three classrooms and nurse's area addition; office renovations; the upgrade of and addition to the electrical power to each existing classroom; new district-wide security, communication systems and ADA compliant hardware

Challenges: The 3 classroom / Nurse's area 2 story addition was cut into an existing bank and was closely located to the neighboring residential property so it took "extra" effort to be good neighbors. The existing building had asbestos in the acoustic ceiling plaster and the floor tile which made installing the new sound / communication system and the addition electrical classroom circuits very difficult. The design documents allocated allowances for the work that was not located in the documents. We set up and coordinated meetings with the electrical contractor and environmental engineers to locate and size this work prior to construction. All of this work had to occur during a vacation period so time was limited for completion. This work was accomplished and we opened school as scheduled.

Lanigan Elementary School - $1,406,080

The program included: construction of a four classroom addition; upgrade and addition of electrical power to each existing classroom; new district-wide security, communication systems and ADA compliant hardware; replacement of all exterior windows and doors.

Challenges: The 4 classroom addition was conveniently located at the end of the existing classroom wing but we had to construct an emergency exit at the juncture due to the exit travel distances. The sound / communication systems were entirely replaced along with a complete window and entrance replacement.

Volney Elementary School - $1,517,861

The program included: construction of a four classroom and nurse's area addition; new district-wide security, communication systems and ADA compliant hardware.

Challenges: The 4 classroom addition and parking lot expansion areas were located in such a way that it was not possible to separate the construction access areas and the school vehicle access areas. The scheduling of the work, deliveries etc. became critical to eliminate problems and provide a safe environment for students and faculty.

Granby Elementary School - $965,273

The program included: construction of a four classroom addition; installation of the new district-wide security, communication systems, replaced hardware with ADA compliant hardware; additional paving; replacement of pool filtering system; ventilation improvements and interior door replacements.

Challenges: This 4 classroom addition was also conveniently located at the end of the existing classroom wing. Here we constructed a temporary emergency exit and corridor from a portion of a classroom then restored it once the addition was completed and its exit opened. We also replaced all the pool filtering equipment with the latest technology to ease in its maintenance and reduce the chlorine smell. This was not difficult except that the local health dept was not familiar with the chemicals utilized with this technology and their affect on the different tests required. We coordinated informational meetings to resolve these issues.
